It's generally accepted that if you provide download access to your BowerKit, you're giving the publication/journalist permission to publish.
If you're wanting to provide access to download, but you don't want a publication to publish yet (i.e. for print consideration), you should give 'View access', message the journalist, and provide download access upon agreement.
Only provide download access if you're happy for the publication to publish the story.
